The 2027 OIOF cycle is now open. Across Ontario, each CMSM and DSSAB is running its own submission window — at Toronto Children's Services, operators have from October 13 to November 2. The form is the same as prior years in purpose: it collects your operating plan, program types, service days, capacity, and fee information to calculate your 2027 Cost-Based Funding Allocation and establish fee subsidy rates.
What is different this year is what happens when something in that submission is wrong or suboptimal.
No Retroactive Corrections for In-Year Updates
Toronto Children's Services has confirmed that operating changes submitted through the OIOF Update Form during 2027 will be applied on a go-forward basis only. The CBFA will not be retroactively adjusted for periods before the update is implemented. A correction to your service days, capacity, or program configuration takes effect from the date it is processed, and the funding for every prior period stays at the original allocation.
In practical terms: if your OIOF understates your operating capacity in January and you catch it in June, you recover your correct allocation from June forward. The first five months are gone. The OIOF you submit is the OIOF that governs your funding until you file an update, and the update only helps from that point on.
This is a meaningful shift from how errors have been handled in prior years. It puts more of the financial consequence of an incomplete or suboptimal submission on the front end, where you have the most control.
What to Review Before You Submit
Given the go-forward rule, the questions worth working through before you submit are:
- Are your service days accurate and fully reflected — and do the totals match between the Base Fee Revenue and Operating Summary sections? The OIOF does not verify this automatically.
- Are your program categories correct? For 2027, Kindergarten, Primary/Junior School Age, and Junior School Age programs are now split into School year and Summer categories. These fields will be blank when you open the form even where other 2026 data has been prepopulated.
- If your centre consistently operates above licensed capacity, is alternate capacity captured in this submission?
- Do your fees accurately reflect what you charge families? Submitted fees are used to set fee subsidy rates.
Note also that a confirmed contact list is now required before you can submit the 2027 OIOF. If the contact list is not confirmed, the Submit button will not appear. Have a Signing Authority confirm the list in User Management before your submission date, not during it.
The Rolling Top-Up Recalculation Is Coming in January
Separate from the OIOF itself, legacy centres should be aware that the rolling top-up will be recalculated in January 2027 to reflect 2025 actual costs as reviewed through the Standard Financial Report. If your 2025 SFR showed eligible costs below your 2025 CBFA, the rolling top-up adjusts downward. If it showed costs above, the top-up adjusts upward. A second recalculation follows after the 2026 SFR is submitted and reviewed.
The rolling top-up is not a fixed component of your 2027 allocation. It is directly tied to what your SFR outcomes show, which is why the accuracy of your year-end reporting has a direct funding consequence twelve months later.
ChildcareFundingIQ works with operators across Ontario on OIOF preparation — reviewing service days, program configurations, and alternate capacity before submission, and modelling what the 2027 rolling top-up recalculation means for your allocation.
