The transition to cost-based funding in 2025 fundamentally changed what boards of directors need to understand about their centre's finances. Under the previous revenue replacement model, the link between a centre's operating decisions and its funding was relatively indirect. Under cost-based funding, every decision about service days, operating capacity, age group mix, and staff compensation has a direct and calculable impact on the annual allocation.
