Why There Is No Official CWELCC Appeal Process and What That Means for Operators

Toronto Children's Services confirmed in written correspondence to an operator that there is no official CWELCC appeal process. Their guidance: demonstrate that your costs qualify for additional funding and the finance team will review it.

What to do when your SSM issues a CWELCC recovery

A CWELCC reconciliation recovery notice is not a final determination. It is a calculation based on the information available to the SSM at the time of reconciliation. If that information is incomplete, incorrectly entered, or inconsistent with the Ministry formula, the recovery amount may be incorrect.

Operators have 60 days from the date of a recovery notice to engage with their SSM on the calculation before repayment is typically required. That window is the opportunity to present a documented alternative calculation and request a review. Without documentation and formula knowledge, most operators do not use it.

How CWELCC cost reviews work and how to prepare

CWELCC cost reviews are conducted by SSMs for centres whose top-up ratio exceeds the Schedule C growth multiplier for their service area. The Ministry requires SSMs to select the top ten per cent of eligible centres by top-up ratio and engage them in a cost review by March 31 of each year. If your centre is selected, the SSM will review your eligible cost structure and identify potential cost reductions. Having documentation that supports the necessity and reasonableness of your costs - particularly higher accommodation costs, specialized staffing, or geographic remoteness - is the basis of an effective cost review response.
