Why WEG and WCF Calculations Are More Complex Than They Appear

The Wage Enhancement Grant provides up to $2 per hour for eligible program staff and supervisors below the $33.81 per hour ceiling. The Workforce Compensation Funding provides RECE-specific increases up to the $28 per hour ceiling for program staff and $31 per hour for supervisors, with mandatory wage floors of $25.86 and $26.86 per hour respectively.

These figures sound straightforward. In practice, the calculation depends on each staff member's base wage, RECE designation, position type, and hours worked. The WCF uses the WEG-adjusted wage as its starting point - not the base wage. A calculation error at the WEG step compounds at the WCF step. And any underpayment relative to the wage floor is a compliance issue that creates risk at reconciliation.

Most operators believe their payroll system is handling this correctly. An independent compliance review frequently finds otherwise.

How WEG is calculated in 2026

The 2026 WEG calculation works as follows. Staff earning $31.81 or below receive the full $2 per hour WEG. Staff earning between $31.82 and $33.80 receive a partial WEG equal to the difference between their wage and the $33.81 ceiling. Staff earning $33.81 or above receive no WEG. Non-program staff are not eligible for WEG unless at least 25 per cent of their time supports ratio requirements.

The WCF calculation begins after WEG is applied. For RECE program staff, the WCF ceiling is $28 per hour. For RECE supervisors, it is $31 per hour. Staff whose WEG-adjusted wage already meets or exceeds the ceiling receive no additional WCF. Staff below the ceiling receive a WCF increase up to that ceiling, subject to the mandatory wage floor requirements of $25.86 and $26.86 per hour respectively.

WCF wage floors and what happens if they are not met

The mandatory wage floors under the 2026 CWELCC guidelines are $25.86 per hour for RECE program staff and $26.86 per hour for RECE supervisors, measured as the total of base wage, GOF, WEG, and WCF combined. Any enrolled centre paying RECE staff below these floors is not in compliance with the Ministry guidelines. Non-compliance with wage floors creates risk at reconciliation and in a Direct Engagement to Report on Compliance.
