5 Things That Trigger a CWELCC Cost-Based Funding Recovery (And How to Avoid Them)

A year-end funding recovery is one of the most disruptive financial events a child care operator can face. Unlike a shortfall you can plan for, a recovery arrives months after your books are closed - as a clawback of funding you've already received and spent. Here are the five most common triggers, and what you can do about each one.

Recovery #1: Eligible expenses below your PCA

This is by far the most common trigger. If your GIFI-coded eligible expenses fall below your Program Cost Allocation at year-end, the Ministry recovers the difference dollar-for-dollar. The solution is monthly tracking - know your year-to-date eligible expense position at all times, not just at year-end when it's too late.

Recovery #2: Ineligible expenses included in your submission

Not all expenses qualify for CWELCC funding. Administrative overhead above the threshold, capital costs that don't meet criteria, and expenses that don't map to approved GIFI codes can be disallowed during reconciliation. When ineligible expenses are removed from your total, your eligible expense tally drops - and may fall below your PCA. Run every significant expense through the Ministry's three-part eligibility test before including it in your submission.

Recovery #3: Wrong fee offset calculation

Your CWELCC funding is calculated net of expected parent fee revenue. If you report more fee revenue at reconciliation than was estimated in your allocation - because fees changed, or occupancy was higher than expected - your net funding entitlement decreases, and you may owe money back. Track actual parent fee revenue monthly so discrepancies surface early.

Recovery #4: Growth top-up claimed incorrectly

The Growth Top-Up (Schedule C) has strict eligibility conditions - new licensed capacity, first-time operators in certain categories, and specific documentation requirements. Claiming growth top-up for expansions that don't meet the criteria, or miscalculating the number of qualifying new spaces, can result in a recovery. Review your Schedule C eligibility carefully before including it.

Recovery #5: Poor documentation

Even legitimate, eligible expenses can be disallowed if documentation is missing or insufficient. Payroll records must tie to GIFI entries. Invoices must be on file. Staff hours must be supported by records. The Ministry expects your reconciliation to be audit-ready.
