WEG and WCF in 2026: A Plain-Language Guide for Ontario CWELCC Operators

The Wage Enhancement Grant (WEG) and Workforce Compensation Funding (WCF) are two wage-related components built directly into your CWELCC benchmark allocation. They are not separate grant applications - they flow through your regular funding. But calculating who qualifies, and for how much, is more complex than most operators realize.

What is WEG?

WEG is an hourly wage enhancement for eligible program staff and supervisors. For 2026, the maximum WEG is $2.00/hr. If a staff member's base wage (including GOF and Pay Equity) is $31.81/hr or below, they receive the full WEG of $2.00/hr. If their base wage is between $31.81 and $33.81, they receive a partial WEG - exactly enough to bring their total to $33.81/hr. If their base wage is $33.81 or above, they receive $0 WEG. Non-program staff are generally not eligible unless at least 25% of their time directly supports ratio requirements.

What is WCF?

WCF is additional wage compensation targeted specifically at RECE-designated staff. Non-RECE staff are not eligible. For RECE Program Staff in 2026: the WCF ceiling is $28.00/hr (base + WEG combined), full WCF of $4.00/hr applies if base + WEG is $24.00/hr or below, and the wage floor is $25.86/hr total. For RECE Supervisors: the ceiling is $31.00/hr, full WCF of $4.00/hr applies if base + WEG is $27.00/hr or below, and the wage floor is $26.86/hr total.

The wage floor matters

The wage floor is the minimum total hourly compensation - base + WEG + WCF - that RECE staff must receive under the CWELCC funding agreement. If a staff member's combined wages fall below the floor even after WCF is applied, the Ministry expects the operator to make up the difference.

Why the calculation is harder than it looks

Calculating WEG and WCF accurately for even a 10-person team involves running 10 separate formula chains, with different logic for supervisors versus program staff, and RECE versus non-RECE. A single input error - entering GOF separately instead of including it in base wage - will cascade through every downstream calculation.
